libfiu-dev software package provides userspace fault injection framework (development libraries), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfiu-dev
libfiu-dev is installed in your system.
Make ensure the libfiu-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfiu-dev *
You will get with libfiu-dev package name, version, architecture and description in a table
